The Developer version is working with TLS 1.3

I can't get the Encrypted SNI to work either, but I know it is working in the Nightly version. It may be an up and coming feature. Or maybe I just need to clear my DNS cache.

So is this a bug that these do not work on the stable 65 release?

It's not a bug. It is a feature that is being implemented. It is not considered stable, but a developmental feature. Firefox takes users' security very seriously and will roll out this feature as soon as the developers have fully tested the code.
