Every time I bring up Mozilla browser on my desktop PC, a screen pops up saying "Almost Done" and asks me to set up a user ID. I do not want to sync my devices, so I do not need to set up a user ID. How do I stop the Almost Done screen from appearing? Thank you.

It sounds like you have a new install problem. See if this helps;

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.

Since you use Sync, you may also have to check for issues caused by Sync in case Sync is syncing the home page from another device.

If you use Sync then best is to disconnect Sync while performing maintenance/repair efforts to files in the Firefox profile folder.
