How do I fix Firefox 66.0.3 on Linux scrolling lag?

I am running ubuntu 19.04 with Firefox 66.0.3. Scrolling with a Logitech M510 mouse wheel now produces a very noticeable lag. Also this does not seem to be restricted to a specific site. A search of the internet shows that others are having this same problem in Linux, but none of the proposed fixes in the "about:config" parameters has any affect on this problem for me. I also have a Windows machine with Firefox 66.0.3 installed and experience non of this lag. So is there something I can do to reduce or eliminate this lag?

Not sure I my scrolling issue has the same origin as yours but this what I do to fix my scrolling problems: My mouse Logitech MX Anywhere. This mouse have quick switch on a bottom to switch mouse on off. This what I do: just very quick click On/Off button. After this scrolling issue disappear for some time. It will return back but when or why I don't know.
