If you are currently using 'Thunderbird in Safe mode' and want to return to Normal mode: Exit Thunderbird and restart.

Is the Folder Pane visible or has it collapsed ? If no Folder Pane: 'Menu icon' > 'Options' > 'Layout' > select 'Folder Pane'

Are the mail accounts still visible in Folder Pane? Do you have this setting: 'Menu icon' > 'Folders' > 'All'

If you can see Folder Pane and mail account name and selected to view all folders, but they are still missing: Are you talking about pop or imap mail accounts? If Imap: Have you subscribed to see folders? Right click on imap mail account in Folder Pane and select 'Subscribe'. A small window opens listing imap account folders. Do you see all your folders listed? If yes, select/highlight folders and click on 'Subscibe' click on 'OK'
