When not operating safe mode Firefox 9 top inch of every web site is non functioning,my mouse is disabled.Can't select tabs and can't scroll using my mouse or the up/down arrow on the right if the cursor is in that 'dead' zone.Below that it works fine?
This just started happening yesterday (12/20/2011) Now I can't get back to normal. Also there were some strange things happening with bing, and other tool bar additions/changes I was making. I wanted to keep Google as my search engine and it seemed like the system didn't like that choice and cursed me?

Recently, the Yahoo Toolbar and the Babylon extension have been reported to cause that problem. They seem to overlap invisibly over the top of the web page display. If you have either or both, uninstall or disable them/it, or see if an update is available that solves the problem.
