a href links not working on website when margin top: -60px

I'm building a website test.digitaldemocracy.org.uk and used a CSS trick called sticky footer to ensur the footer is always at the bottom of the page.

This requires that the footer has a negative margin assigned i nthe CSS margin-top : -60px;

This works fine until an A href link becomes placed in the area of the screen that would were the footer would be stuck if the content did not fill the screen.

Problem with link { User Guide (opens in a new window) } does not work on bottom of page

In Firefox 3.6 the A href is shown but has no function (onclick does not work) yet when the same page is viewed in I.E 8 or chrome or safari or Opera the A Href link works??
