Force using policies.json for specific install (portable)

Hi

We are distributing a package for our clients so they can access our system with specific versions. The package is mainly built around Firefox(70+) as a portable. We customize all the settings using policies.json file.

Some of our clients are using GPO to add bookmarks to their regular Firefox install. When our package runs, it take the settings from the GPO instead of the policies.json file.

Is there a way to force our install to use the policies.json file? Or maybe combine the settings, since they are not the same.
