Can't open Firefox
Long time user -- Firefox is default browser. 2 PCs (Windows 10 non network, same router) -- Upstairs is OK/normal,no issues (using now,) downstairs can't access WEB. "Open" Firefox, get blank page ("new tab.") No home page, settings, nothing. PC shows connected to Internet. Router shows usual lights. Microsoft Edge works. Downloaded newest FFX, no change. Rebooted, no change. Refresh, no change. Can't Uninstall and reinstall - "Refresh-Close" loop. Was fine yesterday. Stormy today, no power issues (UPS/Surge.) All other programs/files seem fine.

I suggest testing with a new profile. You don't need Firefox open to create one.

You can check for issues caused by a corrupted or incomplete Visual C++ installation that is missing runtime components (Redistributable Packages) required by Firefox, especially VCRUNTIME140_1.dll.

You may also have to install the Visual Studio 2013 Redistributable Package. You need to reboot the computer.
Problem solved.
My thanks to Tony and cor-el but I kept fumbling and came up with my own work-around.
Upstairs PC was fine all along, downstairs Firefox just stopped working. Multiple uninstalls, reinstalls, new installs, and reboots. Nothing. No idea in the world why. Connectivity was fine, everything "inside" was fine but something was different between the 2 PCs. Unfortunately I've been lazy and no Restore Points.
So I uninstalled one more time then DELETED everything related to Firefox from downstairs.
Copied everything related to working Firefox from upsairs onto a thumb drive and loaded it into downstairs. Used the older installer from upstairs, Mozilla downloaded the newest version and Halle-freakin-Berry-lujah!! Reconfigured the new version and I'm back in business.
From now on, Restore Points every day.
