How can the menu toolbar be displayed when hovering over the orange Firefox tab? (Firefox 17.0.1)

Before I upgraded to Firefox 17.0.1, I could hover over the orange button and the menu toolbar would be displayed until I moved the cursor away. Now it seems that this is no longer a feature; one can either have the orange button or the menu toolbar. Am I missing something; is there a simple way to get the hover feature back? I want to keep the orange button, and I know about that the alt key will display the menu, but sometimes I want to be able to use the mouse.

That "hover" effect isn't a standard part of Firefox, it's either part of an add-on or a "user" extension feature.
