I assume it doesn't work with Cloudflare, either?
There is an article about how administrators can blocks DNS over HTTPS, but I have not reviewed in detail. Maybe this is why you see a parental control block: Configure networks to disable DNS over HTTPS.
Yeah it doesn't work with Cloudflare either.
I looked at the article but it doesn't say what parental controls qualify for disabling DNS over HTTPS. As far as I am aware my router and laptop do not contain any parental controls. I set security.enterprise_roots.enabled to false but this did not change anything.
Firefox detects whether DNS-based parental controls are used on the network. Your router might be implementing this without your knowledge, or it's a bug. Either way, this is a privacy risk, but unfortunately, it seems like the preference to disable this behavior was removed: <https://bugzilla.mozilla.org/1586941>. You can try using a VPN or Tor for DoH until you find the issue with your network and fix it.
