this is what happened.
Hi Paul,
Looks like your IP triggered a network security alert which blocked it from our servers for a few weeks. This is not a common issue, and who knows if it will -ever- happen again, but if it does, just submit a support ticket from a device on a different network. Perhaps your phone while on 3g.

this is the message i still get after doing all that. all my other sites load up quickly. no way to contact webstore either. i guess because the site is free to sell on the owners don't care.

i even disabled the firewall and that did not work.
at this point i have to wait until the owner resolves the problem at his end.

WOW.... How about resetting your network? I'm on Win11, but may be the same for Win10. Just open settings and then type reset in the Find a setting box. see screenshots

will a system restore solve the problem.

If you're up for it. Restoring to a point before the issue sounds good.
support told me it might be a pc issue with the site.
i contacted comcast to see if webstore is blocked.
i almost forgot to mention the site opens on my non smartphone which is a flip phone with no keyboard features like a smart phone.
Is there another computer in the house? Did you restore?

Most likely, the website simply does not support HTTPS. It’s also possible that an attacker is involved. If you decide to visit the website, you should not enter any sensitive information like passwords, emails, or credit card details.
If you continue, HTTPS-Only Mode will be turned off temporarily for this site.
The connection has timed out
The server at 54.86.125.223 is taking too long to respond.

This doesn't look like not a problem with DNS as Firefox can resolve this URL, but you appear to be blocked otherwise. Did you try without a VPN or with some different VPNs or exit nodes?
You can check the Web Console (Tools -> Web Developer) for messages about blocked content and about the presence of mixed or unsafe content.
You can check the Network Monitor to see if content is blocked or otherwise fails to load.
If necessary use "Ctrl+F5" or "Ctrl+Shift+R" (Mac: Command+Shift+R) to reload the page and bypass the cache to generate a fresh log.
people can load it on their cell phone.
