Where is the config editor in Mac Thunderbird

I have the common problem of question marks replacing double quotes. It seems to be a combination of Thunderbird and AOL (verizon) email.

Solution often offered is to use Config editor to change text encoding but I can't find a config editor in my version running on a Mac (OS 10.14.5 Mojave).

Using the View menu to change from unicode to western does't stick. Is there a solution other than a different email client?

Chosen solution

Config. editor is in Preferences/Advanced on the General tab. In Config. editor, double-click the preference mail.strictly_mime to toggle it to true, OK to close Preferences.
