I'm not a Firefox developer but as far as I know, due to the policy of windows app store there are some technical barrier for deploying Firefox on windows phone. And Mozilla is also trying to put all of there effort on FirefoxOS (there new mobile operating system). So may be that's why they aren't creating Firefox for Windows mobile. But can you please mention the source which shows that 25% of mobile users use windows phone!
