Drop down menus do not go away when focus is lost - by design or not?

When a cursor passes over a Menu bar icon, a drop down menu appears. If you move off that menu, the expected behavior is that the drop down is closed (no longer visible). Actual behavior is different: if you move the cursor off the menu it does not close. If you move to another menu bar item fast enough, you may even get two pull down menus showing at once. It gets annoying when the cursor accidentally drifts to the menu bar and activates a drop down menu. Is this the current designed behavior, or can I fix this?
