I have increased timeout in Thunderbird which appears to which has resolved the issue. Obvious solution when you consider the error message.

I have also tried reinstalling Thunderbird
On one I can send emails with attachments on the other I cant.
What prevents you from sending attachments?
Sending of the message failed. The message could not be sent because the connection to Outgoing server (SMTP) smtp.gmail.com timed out. Try again.

As Google are behind the push to kill SHA-1 I wonder why their site would be still using it.
On the other hand, so you have an anti virus that scans mail. perhaps it is acting as a proxy and it is what is using sha-1 Avira and AVG act as proxies that I know of.
I tried turning off the antivirus and it didn't help.
I suggest you ask google why they would be using a SHA-1 certificate.
I can use Windows Mail to send attachments so I assume it is not a google problem.
why? Windows mail has not disabled sha-1
Windows mail has not disabled sha-1
Neither has Thunderbird 38. It's only a warning at this time, and this will not prevent Thunderbird from connecting to the server. In other words, SHA-1 support has been deprecated, but not (yet) removed.
According to your Troubleshooting Information there are two Gmail accounts. Does the problem happen for both of them?
Try to start Windows in safe mode with networking enabled. - Win10 http://windows.microsoft.com/en-us/windows-10/change-startup-settings-in-windows-10#v1h=tab01
Still in Windows safe mode, start Thunderbird in safe mode. - https://support.mozilla.org/en-US/kb/safe-mode
Does the problem go away?
Yes this does happen in both accounts. Started Windows in Safe with networking and the Thunderbird in safe and the result was the same. IE Sending of the message failed. The message could not be sent because the connection to Outgoing server (SMTP) smtp.gmail.com timed out. Try again.
TB is now not sending attachments on my other pc now- Windows Mail is! Did a Revo uninstall and deleted Profile and installed TB 37.1. Still cannot send with attachments. I think I am going to give up.
The message could not be sent because the connection to Outgoing server (SMTP) smtp.gmail.com timed out.
The error message suggests you cannot send message at all. Is that the case, or is the problem only when sending a message with an attachment?
Can send emails but not with attachments. Just found out that I cant forward emails. I receive the same error message.

So what is making your connection so slow... seriously. Millions of Thunderbird users. Many many using gmail and your having issues. Changing the timeout hides the problem, it does not fix it.
I agree it is a fudge! All I do know is that Windows Mail uploads a lot faster than TB. As I see it it is a problem with TB's compatability with Windows 10 and not Google. Probably something changed with one of the Windows 10 updates. I suspect Cumulative Update for Windows 10 Version 1511 for x64-based Systems (KB3124263) which installed on 16 Jan. I wonder why Windows Mail isnt effected!

Had the same problem: TB 45.1.0 Windows 10 Home
All of a sudden and for no apparent reason, TB wouldn't send emails with attachments and kept timing out. After reading through several pages on different forums and trying a ton of solutions without any success, I finally nailed it down to my gigabit switch from Deltaco - Model LAN-1005.
Unplugged power cord - waited 10 sec. and plugged it back in. Voila! Thunderbird is lightning fast again and is spitting out emails with "any" sized attachments (haven't tried 10mb+). Something is really messed up with that switch. I'm gonna beat it so bad once I get my hands on a new one.
Hope this helps.
Unfortunately this doesnt help me. I did a clean install on Win 10 and still have the same issue. I now use Windows mail and periodically try the latest Thunderbird update in the hope that something is resolved but so far without success.

I hope you mean the mail app in Windows 10. Windows live mail is going end of life soonish as I understand it. But enough here, spamming everyone participating in this thread, you have your own topic, where you posted identical information. https://support.mozilla.org/en-US/questions/1106258
