Firefox QR Code Scanner Doesn't Work with "Ask Each Time" Camera Permission on Android

I would like to use Firefox as my main Android QR code scanner rather than keep a separate app installed, but the only way to do so seems to be to grant Firefox camera access whenever I use the app. I will use that as a workaround, since Firefox also has "ask to allow" functionality for camera access, but this isn't very respectful of user privacy. I trust Firefox, but I don't want to make a habit of just trusting third-party apps to be responsible and grant them unnecessary permissions. Firefox should still work with reasonable OS-level permission settings.

Just wanted to check on two things: 1) Is this the intended behavior on Android? 2) Assuming this is not a bug, is there a good way to submit feedback about this?

Thanks.
