They should be until you select a contact in the list above yes.

I did select a contact and still greyed out

Upon opening a new Write message, if 'Contacts Sidebar' is enabled: The 'Add to To', 'Add to Cc' and 'Add to Bcc' will initially appear disabled. Once you select/highlight a contact in the 'Contacts Sidebar' list those buttons should become enabled. If you then select another 'address book', those buttons will become disabled again until you select a contact in the list displayed.

If you are finding that those buttons never get enabled when you select a contact from the 'Contacts Sidebar' list, then I suggest you close all Write windows and test Thunderbird in 'Safe Mode' which is located here: Menu app icon > Help > 'Troubleshoot Mode' Once Thunderbird has restarted in TRoubleshoot Mode - otherwise known as 'SAfe Mode', open a new Write message window, make sure Contacts Sidebar is enabled, select an address book, click on a contact in the list to highlight. Check button to see if enabled.

If they are now enabled then it is possible you are using an addon which is causing a conflict.

Restart Thunderbird as normal and check your addon extensions to see if any are not compatible with the version of Thunderbird - perhaps one needs updating or perhaps two different addons are interfering with each other. The only way to test is to disable one at a time until Thunderbird works ok.
