When I click on the taskbar button for Thunderbird, nothing comes up. I close programs this way, so it's an inconvenience.

Using Windows 7 Ultimate 64-bit, and Thunderbird 38.5.1 I am also using a program called Classic Start Menu that changes some stuff, but it doesn't interfere with any programs, except for this one.

What can I say oit works for me, and I do not use the classic menu. So I think it is the cause and perhaps you need to contact them with the issue.

Given the menu for a default mail client and a browser are different from most programs. I guess that the application does not handle it correctly.

Mail applications have task like open address book and write an email. Browsers have frequent or recent sites, and tasks like new windows and open a private windows (Firefox) or incognito (Chrome)
