Bookmarks bar not showing even though set "show on new tab" (possible bug?)

Hi, Not sure if I found a bug. The Bookmarks bar i set to show on new tabs, but doesn't show when I open a new tab (ctrl-T). However, if I open a new window (ctrl-N) it will show... Very strange.

What's even more strange is that it works fine on my workstation (Windows 10 v. 20H2) but not on my laptop (Windows 10 v. 1909)

Firefox versions on both systems is 89.0 x64 and they are both fresh installs.

Not sure if the import from Chrome messed something up. I did have some bookmarks imported from the bookmark bar in Chrome on my laptop but had none to import on my workstation.

This is a bit confusing as this 'New Tab' setting is not about opening a new tab, but about a tab that contains the Firefox Home page with the tiles (about:home and about:newtab), so if you have set the new tab page to a different page like a blank page then this won't work. In that case you can hide all content via "Pptions/Preferences -> Home", but you still will see the "Personalize" button.
