How do I set up an allowed sites - Pop-ups list for a computer with multiple users?

I have a computer and have multiple users logging in to it. I set up a list of sites in the Allowed Sites - Pop-ups options but they seem to be configured by user and not by machine. I would like to know if there is a way to set up this same list for every user that logs in to that computer as opposed to having to do it every time someone new logs in?

I searched the internet and found that it may be possible via the .cfg file but I do not know what preference I need to lock? Is there a list of preferences and how I have to write them in the .cfg file for me to see?

I do not know much about how multiple user profiles work. But last time I saw a question like this. It was suggested to copy the Firefox profile onto each user. Or set it as admin that all users used the same profile which had its settings locked.
