I noticed that my bookmarks in my mobile browser are completely out of order since the last update. Is there anyway to reorder the bookmarks?

Each folder is in reverse order of what it was before. My desktop bookmarks are fine, just android

However, in the last couple of months it would automatically save any of my mobile bookmarks to my desktop bookmarks folder, specifically the Bookmarks Toolbar folder. Any reason why this happened and how can I fix the issue?

I used to be able to move them around by dragging them but now I can't move them back to the top.
