Where is the 'tools' menu in Firefox 18?
I can't open .pdf files (like IRS forms) and I'm directed to the tools menu to allow this, but I can't find the 'tools menu.

press Alt + T and the Tools menu willl show up.
Firefox Orange Button > Option > Check the "Menu Bar"
or
press ALT to display the menu bar
