I had to either change my Windows 10 display settings scale and layout or change the taskbar position from the bottom to the right and extend the Firefox window to the bottom of the screen, to show the missing "Upload file" button at the end of the "Upload a New Media File" box. This has been the case for a number of weeks now. I added a comment to the related bug 1724648 .... and I also filed a new bug report:
